Keynote Address: Continuity State of The Union and Industry Trends On The Global Perspective

Chloe Demrovsky is the Executive Director for Disaster Recovery Institute International, a thought leader in resilience serving Fortune 500 companies and government bodies. She has made several TV appearances including on Bloomberg TV and Fox News, written articles and given interviews for both mainstream and trade publications, and has presented at dozens of industry conferences and events on four continents including briefings for government bodies and international organizations. Her independent work focuses on private sector solutions for poverty alleviation and social inclusion. She conducted research on economic liberalization policy in India, designed a market research survey for a non-governmental organization in Kenya, and was a member of a climate change think-tank for the United Nations.

Presentation Synopsis:

Continuity State of the Union and Industry Trends. Cyber security, globalization, effective communications across industries and countries. The list of challenges continues to grow almost exponentially annually. Chloe Demrovsky, a respected expert in the continuity industry will present her views on these issues as well as providing attendees an opportunity to discuss and examine her experiences towards events that may impact the industry in 2016. Topics will range from the very real and growing cyber threat against critical infrastructure to the growing challenge of globalization Discussion questions include how practitioners around the globe address incremental and complex inter dependencies between organizations and associated emerging risks; which risks exist across borders and markets, and how that knowledge can be utilized to gain strategic advantage; as well as how clear communication is critical to effective continuity and crisis management.

Another unique aspect to DRI’s continuity development and standardization is how a group of DRI-led volunteers pulled industry terminology from multiple reference documents, professional glossaries, standards and regulations from around the world to create a comprehensive global lexicon. Chloe will showcase this useful resource, maintained by DRI International in collaboration with a wide number of international industry leaders, and describe why it is now the industry’s most comprehensive BCM glossary.

Topic 1: Crisis Management in the digital age – the changes and what it means for corporal survival

Founder and CEO of GAIA Coaching Group – a boutique coaching, training and advisory firm – Jane is a coach and adviser to executive management with a focus on strategic communication, reputation and women’s leadership. Her crisis experience also includes auditing crisis communication and crisis management programs, facilitating desk top exercises as well as crisis communication planning and training, including a two year program for the 2000 Sydney Olympic Games. A strong strategist, Jane excels in high-stakes situations and has used her skills and experience to effectively coach high-level clients in high-risk situations.

She has worked in and around the media for more than 25 years, starting her working career as a journalist with Australian giant, Consolidated Press. Her media experience was strengthened with an in-house communication role and as a public relations consultant. Many of the programs Jane designed and implemented for her clients won prestigious awards from her peers in the public relations and communications industry.

Presentation Synopsis:

The biggest change in crisis management is SPEED – on how quickly news of a crisis spreads and how quickly companies need to respond. The golden hour in which companies could prepare statements, react and plan, has become 15 minutes. News about a crisis breaks, typically on Twitter, immediately, and within 24 hours research shows that it will have spread to at least 11 countries. Thanks to social media, there are also now multiple stakeholders on a whole different level in a whole different world, and it takes wise counsel and good judgment as to who to connect with, when and how to engage them.

In this presentation, international crisis coach and best-selling author, Jane Jordan will discuss international trends, best practice and what this means for corporate survival in the digital age. Jane will draw on examples from her highly acclaimed book on crisis management, The Four Highly Effective Stages of Crisis Management, plus her vast 20-year plus experience in working with senior management teams in crisis planning, testing and training.

Topic 2: “Building A Safer Community from Kuala Lumpur Fire and Rescue Department Malaysia 4E’s Perspective – Total Fire Cover Approach”

PKPjB Khirudin bin Drahman @ Hussaini is currently the Director of Fire and Rescue Department, Malaysia, Kuala Lumpur. He launched his career in the Fire and Rescue Department of Malaysia 26 years ago in 1989 as a station officer in Sibu, Sarawak. In the year 2000 Mr Khirudin was appointed as the Commandant of the Fire and Rescue Academy in Kuala Kubu Bharu, Selangor. He has been holding various other senior positions in the Fire and Rescue Department before his current appointment as the Director of Fire and Rescue Department, Malaysia, Kuala Lumpur in the year 2011. He holds a Master of Science Degree in Emergency Response Planning from University Putra Malaysia. Mr Khirudin is an active associate member of the Institution of Fire Engineers (UK) Malaysia and the vice president of The Institution of Master in Disaster and Emergency Management Malaysia, Malaysia since 2013.

He has attended various training abroad namely Hazardous Material (HAZMAT) in Sweden in 1994. Structural Fire Fighting Courses in Japan in 1997. In the year 2000 he participated in an exchange programme for Fire Officer with NSWRFS Sidney. Australia and in the same year he subsequently attended “Weapons of Mass Destruction Crisis Response and Consequence Management” course in USA. He has also attended a course in Fire Safety Engineering and Performance Based Codes in Australian Government Analytical Laboratories (AGAL) & Scientific Services Laboratory (SSL). He also deliver papers in conferences. In year 2013, 20th September he deliver papers at 4th International Conference on Green Purchasing. Year 2014, 29th March speaker at FIABCI Asia Pacific Regional Secretariat Summit 2014, and also become a speaker at FIABCI 66th World Real Estate Congress 29th – 31st May 2015. Last but not least Mr. Khirudin has been awarded the prestigious Anugerah Khidmat Cemerlang in 1994, 2000, 2005, 2012 and Anugerah Pingat Jasa Bomba 1998 for his highly commendable services to the Fire and Rescue Department Malaysia in the years of his tenure. He involved deeply in community engagement in Kuala Lumpur City, promoting a community participation and transforms the communities to be an “ownership” of Total Fire Cover with 4E’s application.

A comprehensive Total Fire Cover approach will reduce risk to people; property and environment from fire related Hazards. Application of 4E’s principle namely Engineering, Education, Enforcement and Emergency Response by Fire and Rescue Department Malaysia, Kuala Lumpur. The paper shall address a pragmatic and holistic approach of 4E’s principal success strong experienced by Fire and Rescue Department Malaysia, Kuala Lumpur. The paper also include a systematic approach to Fire Safety Management, highlight the salient features in the Uniform Building by laws 1984 and Fire Services Act 341 and inclusive of fire terminologies for the purpose of its application in Total Fire Cover. It a key part of managing the risks to make sure, our communities is prepared and they are parts of the plans. We want them to be the “Champions” and the “Ownership” of Total Fire Cover – A Safer Community Part.

Pierre is the Chief Security Officer for Microsoft in Asia. Originally a Belgian citizen, living in Asia for over 25 years, Pierre has 30 years of international experience on Information Security and Enterprise Risk Management;

He designed and built complete Security and Enterprise Risk Management environments for Governments, Finance, Transport and large conglomerate industries over the World. Pierre is currently helping several nations and critical infrastructure organizations across Asia to build their Cyber Security Infrastructure & framework from the ground up.

Topic 4: Central Bank Perspectives and Challenges in BCM implementation

Mr. Dickenson Y. Africa, CPA, CISA, MBA, CBCLA is the Acting Deputy Director/Head of the Business Continuity Office of the Bangko Sentral ng Pilipinas (BSP). His office is responsible in implementing and promoting business continuity management system (BCMS) of the BSP. Mr. Africa has more than fifteen years of extensive experience in both internal and external audit and has solid professional experience in conducting risk-based audit and assessment of Information Systems (IS) governance of financial institutions, including assessment of IS controls, security, risk management and business continuity management.

Mr. Africa served as the Lead Facilitator of the Banking Sector in the Multi-Sectoral Functional Exercise (MFE) of Pandemic and All-Hazard Preparedness sponsored and organized by the National Disaster Risk Reduction and Management Council (NDRRMC) and the United States Agency for International Development (USAID) on September 2012. The MFE was participated in by various government and private entities with the aim of promoting “whole-of-society” preparedness.

Topic 6: Implementing BCM on a tight budget, what needs to be done first?

Anna Cristina joined the United Nations Office for Disaster Risk Reduction (UNISDR) in 2005. She is now working at the UNISDR Global Education and Training Institute of UNISDR in South Korea. Prior to this assignment, she has led the Secretariat of the International Recovery Platform in Kobe, Japan and served as focal point for the Parliamentarians and Gender initiatives in Geneva. In this capacity, she has contributed to UNISDR Consultative Meetings with Parliamentarians in Africa, Asia, Europe and Latin America and supported the public hearings of the Disaster Risk Reduction and Management law and the Latin American Parliament for the Protocol on Disaster Risk Management. She has also been a resource person for capacity building in pre-disaster recovery planning, the private sector engagement in disaster risk reduction.

Synopsis: Implementing BCM on a tight budget, what needs to be done first?

The  decisions made by business have important consequences on whether they increase  or  reduce  risk  drivers. In many cases, investors have not paid attention  to  the  growing  exposure to hazards and the threat to business resilience  and  competitiveness.  Protecting  the  investment  makes  good business  sense  for  enterprises  and it also strengthens the economy as a whole.  This session will explore why disaster risk reduction approach will help prevent the creation of new risk, reduce cost of BCM and contribute to strengthen the profitability and sustainability of the entity.

Topic 8 : Challenges of Auditing IT DRP, Outsourced DR Centre and BCP

Sek Seong is a Vice President in Marsh Risk Consulting based in Singapore. He delivers business continuity, crisis and risk management services and solutions to customers. These services include risk assessment, business impact analysis, management system review and audit, development and implementation of response, recovery and resumption plans, conducting exercises, and assessment of preparedness, processes and programs; producing the relevant reports and recommendations for the projects based on the customers’ requirements.

Recently, Sek Seong developed the BCM drawer plan for the cold chain and pharmaceutical warehousing and logistics segment for the Singapore Logistics Association and the Singapore Business Federation.  He was also in the core development teams separately writing the TR-19 Technical Reference for BCM, and the SS-507 BC-DR Standard for Service Providers.

Mark Caparros is a Vice President and the APAC Continuity Services Regional Head for State Street. Mark is an 18 year State Street employee with experience in Global Services fund operations and projects. Mark started his career with State Street in Sydney 1997. He had completed stints in Hong Kong from 2006 and Hangzhou, China from 2009. Mark held various senior roles in project and operations management in Hong Kong and Hangzhou. He is currently in his second stint in Hong Kong where he was most recently the Head of Operations North Asia in 2014 prior to his career progression to business continuity in 2015.

Topic 10: An all Hazard Approach to Crisis Management: Lesson learnt from 33 years in Law Enforcement (with case studies in terrorism preparation, public order protests e.g. Occupy Central in Hong Kong and many more)”

After retiring from the Hong Kong Police as an Assistant Commissioner, Mr. Morgan is now an Honorary Advisor & Fellow for the Hong Kong Police College and the Hong Kong Jockey Club Centre for Suicide Research and Prevention, Hong Kong University.

Mr. Morgan speaks, trains and consults internationally on strategic planning, crisis management, critical incident leadership, crisis communications and service quality. During his many years of distinguished service in divisional, district and regional commands as well as various operational, training and policy related posts, Mr. Morgan was also the Commander of the Police Negotiation Unit for more than 12 years and Head of the Police Service Quality Wing, responsible for strategic planning; service and efficiency standards; performance review, research and inspections; complaints and Internal investigations; integrity management and corruption prevention.

Synopsis of Case Study 2:

As Hong Kong has no military to speak of, the Hong Kong Police is very much the agency of last resort in the event of any major incident or disaster taking place within the city. As such, it has been a long established tradition that the Hong Kong Police would be required to respond to an exceptionally wide range of likely situations or incidents, ranging from public disorder to natural disasters, from pandemics to terrorist incidents. The Hong Kong Police has therefore adopted an all-hazards approach to crisis preparedness and response to ensure that comprehensive measures are readily in place to quickly and effectively respond to a wide-range of likely scenarios or situations. This all-hazards approach helps to build capacity and resilience as well as ensuring that responders are better able to quickly adapt their response to any new or emerging threats. Drawing on 33 years of law enforcement experience in key operational, strategic and training roles, Mr. Morgan will share examples of how adopting an all-hazards approach can help improve and enhance both readiness and response capabilities in the face of any major incident or crisis.
